As Modal Mass Participation Ratio is related to serviceability analysis not to design of members, so SM can will be used as per Serviceability condition.

This is based on Design Code. As per ACI code minimum rebar for column is 1%. For IS code it's 0.8%. So as per ACI code if column design rebar more than 1%,then it will show same, but if less or equal to 1% then it will show always 1%.

I think you have asked question for Etabs. If you want to assign reducible live load then you can define load pattern for it then according to design code Etabs will calculate live load reduction on the floor.
